Municipal Solid Waste Landfills are regulated under 40 CFR Part 258, Criteria for Municipal Landfills and Arkansas's Regulation 22 SOLID WASTE MANAGEMENT Rules.

These rules generally referred to as "Subtitle D" rules establish standards and criteria for location restrictions; permit application procedures; facility design, operating, and maintenance criteria; ground water monitoring and corrective actions; financial assurances; and closure/post-closure care for all solid waste disposal and management facilities to ensure the protection of human health and the environment.

These regulations apply to owners or operators of solid waste disposal processing facilities, except as specifically provided in the regulation, including but not limited to the following permit categories, each of which requires either a separate permit or coverage under a general permit.

CLASS 1 Facilities are landfills built to RCRA Subtitle D standards.
CLASS 2 {Reserved}
CLASS 3
NONCOMMERCIAL (3N) facilities are landfills that accept for disposal non-hazardous industrial and commercial wastes generated by the permittee or from other approved facility locations or sources.
COMMERICAL (3C) facilities are landfills that accept for disposal only authorized non-hazardous industrial and commercial wastes generated by the permittee or from other approved facility locations or sources.
TIRE (3T) facilities are tire monofills that accept only tires for disposal.
CLASS 4
Facilities are landfills for commercial disposal of inert non-putrescible Class 4 wastes as defined in regulations
COMPOSTING FACILITIES (CY) Facilities that accept only vegetative grass, brush and tree yard wastes.
COMPOSTING FACILITY (CS) Facilities that accept type CY wastes and approved organic or solid wastes
TRANSFER STATIONS (TS)
Facilities that manage the bulking of solid waste for transportation to a point of disposal.
SOLID WASTE MATERIALS OR SOLID
WASTE RECOVERY (WR)
Facilities that segregate, recover, or otherwise process redeemable materials from Class 4 types of waste streams.
