Pretreatment
regulations are found in 40 CFR 403 Pretreatment Regulations and
Arkansas Regulation 6 "Regulations for State Administration
of the National Pollutant Discharge Elimination System (NPDES),
effective April 16, 2004".
Pretreatment
regulations establishes responsibilities of Federal, State, and
local government, industry and the public to implement National
Pretreatment Standards to control pollutants which pass through
or interfere with treatment process in Publicly Owned Treatment
Works (POTWs) or which may contaminate sewage sludge. The objectives
of the National Pretreatment Program are achieved by applying and
enforcing three types of discharge standards:
