Concentrated Animal Feeding Operations (CAFO) is regulated in 40 CFR Part 412 and Arkansas Pollution Control Regulation No. 6.

In 2003 the Arkansas General Assembly enacted laws that require that: poultry growers register their operations with the Arkansas Soil and Water Conservation Commission (ASWCC); growers and dry litter applicators follow special application rules in "nutrient surplus areas: in northwestern Arkansas; and those who develop nutrient management plans or who land-apply dry liter in or from nutrient surplus areas must be certified by ASWCC.

The waste and the soil to which the waste is to be applied is analyzed for the following:
